This paper focuses on the European External Action Service's (EEAS) climate diplomacy efforts. In particular, it assesses its capabilities and contributions in this area, and how it can help strengthen global climate governance further. (A side benefit of such efforts, by the way, would be to create greater cohesion between the EEAS and the European Commission.)
