This paper uses literature reviews and fieldwork from Mozambique, Tanzania and Uganda to identify the main factors behind the political incentives meant to encourage African governments to use industrial policies and other measures to create links between extractive industries and the local economy in order to generate more jobs, sustain growth and alleviate poverty. It also looks at the economic implications of resource-based development strategies for donor assistance.
