This brief suggests that if the EU fails to deliver political and economic reform in the Western Balkans its credibility will be hurt in other regions. Consequently, the author argues that the EU must shift its focus from a narrative based upon security to one based upon the economy and that it needs to deploy its scarce resources strategically to avert an economic meltdown and to assist growth in the region.
