This brief discusses the November 2013 district elections in Chhattisgarh state, India, where rural insurgency has claimed hundreds of lives in the previous ten years. The author looks at how the security situation affects the polling process in the southern part of the sate (which has become home to the Maoist party), the newly introduced voting option of NOTA (None of the Above), voter turnout and the possible results.
