This brief focuses on the EU's relationship with Azerbaijan and examines how Europe can promote democracy there. The authors argue that the EU has remained timid regarding Azerbaijani human rights violations and has struggled to go beyond cooperation on energy issues. As the Baku government is more vulnerable than it appears, they call for a more vocal and bolder EU approach toward Azerbaijan and provide a set of policy recommendations.
