This paper looks at South Korea's export control system with respect to dual-use and strategic (nuclear) items. The author argues that the South Korean government has continuously amended its provisions on export control in order to reflect changes in the multilateral export control regimes and has developed evermore sophisticated legal instruments in order to strike a balance between export promotion and non-proliferation. Nevertheless, he concludes by giving South Korea a set of recommendations to improve its system.
