This commentary discusses ASEAN’s response to Typhoon Haiyan, which devastated large areas of the Philippines in November 2013. The author states that the Humanitarian and Disaster Relief operations were mainly led by ASEAN regional and international partners and supported by several ASEAN members, but the reaction of ASEAN itself has been slow and that its navies have been absent.
