This brief contends that the EU’s aid programs, which are designed to strengthen the Middle East Peace Process and contribute to Palestinian state-building, have not achieved their desired results, primarily because Brussels has 1) failed to develop a coherent strategy to address Israel’s violations of international humanitarian law, and 2) tolerated local practices that undermine its political objectives. Given these problems, the brief’s author calls upon the EU to ensure that its aid is received by people in need without any interference from Israel.
