This paper examines ways of establishing fairer burden-sharing regarding refugees coming into the EU. The authors argue that the member states should develop a procedure for determining fair reception quotas by using a multi-factor model. The fair quotas could then serve as the basis for the political debate about redistributing refugees or providing financial assistance.
