This brief examines how the 'anti-incumbency factor' - conventional wisdom saying that Indian governments seldom get re-elected - is being challenged in the 2013 state elections in India's Madhya Pradesh (MP). As MP's Chief Minister appears to win a third term, the author identifies two factors that seem to explain why the "anti-incumbency factor" is no longer a plausible guide to the outcome of state elections.
