This paper provides a framework for prison monitoring bodies to understand the concept of dignity and security in prisons as well as to identify when security in a prison is overemphasized to the detriment of the dignity of prisoners. The authors also talk about how monitoring bodies can maintain the balance between security and dignity, and argue that such bodies should critically appraise their practices to ensure they are justified, necessary and proportionate.
