This paper provides guidance for stakeholders involved in the selection and appointment of NPMs -the national bodies which monitor prisons to prevent torture and ill-treatment. It considers the skills NMP candidates need as well as the factors nominating and appointing authorities need to consider when proposing candidates. The authors conclude that an NPM can only succeed when its members are committed and dedicated to preventing abuses against human dignity for all persons deprived of liberty.
