This brief argues that the EU's failings as a local security actor are not attributable to absent capabilities or economic austerity. Instead, Brussels just doesn’t have enough member states that are willing to drive the Common Security and Defence Policy (CSDP) forward. To help rectify this integration and governance problem, the brief concludes by offering its recommendations.
