This report examines the role of development cooperation in land reforms and the extent to which donor organizations have addressed concerns related to gender equality. To do this, it reviews land reform in fifteen countries in sub-Saharan Africa, Latin America and Asia, with a particular focus on Ghana, Tanzania, Uganda, Zambia and Nicaragua. The authors argue that while donor organizations have played an important role in land law and gender equality, the implementation of these legislative frameworks are often inadequate. They also point out some of the inadequacies of cooperation policies and data collection.
