This paper looks back at the 2000s and assesses how the Whole-of-Government Approach concept (WoGA) actually worked in real peace- and state-building operations, particularly in the case of fragile states. As a result of its analysis, the paper questions whether WoGA-driven development aid can help improve or even stabilize 'fragile situations'. It also argues that WoGA practitioners need to grasp the trade-offs between political, security and development objectives more effectively than they do, as well as the consequences of the choices they make.
