If external actors want to provide services in 'fragile situations', how should they perceive the roles of local actors and centrally governed institutions? According to this report, local service providers should not be encouraged to act outside of the broader governing systems in which they operate. In turn, no one should assume that centrally governed institutions are uniquely responsible for providing services in fragile contexts. (Note: In order to legitimize these conclusions, the report focuses on three services-centered case studies -- community policing in Sierra Leone, healthcare in Bangladesh, and education in Pakistan.)
