This commentary focuses on two naval incidents that occurred between US and Chinese warships in the fall of 2013. The events were not isolated ones, the text's author argues. Instead, they herald a new pattern of mutual and regular harassment in the East and South China Seas. To nip this problem in the bud, the Chinese and the American/Japanese navies should pursue bilateral Incident at Sea (INCSEA) arrangements. If that isn't currently possible, they should then refrain from any naval actions that increase strategic mistrust.
