This brief examines the benefits and challenges to creating a 'one house' within the International Atomic Energy Agency (IAEA). The author argues that ‘one house’ is not achievable in the IAEA’s present organization because the sharing of resources, skills and staff on the agency’s technical side is not rewarded. He concludes that this situation can be remedied by changing the technical structure to a program-based matrix framework which will improve the organization's ability to compete externally.
