This commentary analyzes China's plan to restructure its various maritime law enforcement agencies into one institution - the China Coast Guard. The author also cites three reasons why progress towards this restructuring has been so slow: 1) the underdevelopment of laws intended to manage the use of the sea; 2) difficulties in coordination, collaboration and training among new colleagues who come from different backgrounds; and 3)the reluctance of agencies deprived of law enforcement roles to fully support for the restructuring plan.
