This paper talks about the use of influence in counterinsurgency efforts, which the author says should refer to the entirety of what intervening forces do in operations to gain influence over opponents. This means that within a counterinsurgency operation, leaders should determine what tool, whether it be in the form of hard or soft power, should be used to achieve a particular goal.
