This paper examines how climate change affects national and regional politics in the Lower Mekong Basin. The authors first examine when and how climate change became a national political priority for Laos, Thailand and Vietnam. They then analyze the factors influencing their transboundary water cooperation. The authors find that there are basic differences in how Laos, Thailand and Vietnam view climate change risk as well as their commitment to climate action. The paper concludes with a set of recommendations for those supporting climate action in the Lower Mekong.
