This paper talks about water development in the Mekong and Zambezi rivers and its impact on regional transboundary water governance. In particular, the authors examine regional political and economic development in the two basins and present case studies on countries including Laos, Cambodia, Mozambique and Zambia. They find that cooperation is dominated by unilateral and bilateral projects driven by commercial and national economic interests rather than holistic goals for water development and governance. Based on this, they provide a set of policy recommendations to increase national commitments to transboundary water management.
