This policy brief discusses four main reasons why the Japan-Korea relationship at the end of 2013 is at one of the lowest levels it has been since WWII. These include: 1) the lack of trust between Japanese Prime Minister Shinzo Abe and ROK President Park Geun-hye, 2) the treatment of comfort women, 3) the dispute over the Takeshima/Dokdo islets, and 4) Korea's judicial decisions on forced labor.
