This report first examines the historical, structural and political reasons behind the lingering conflict in Mali. It then argues that for an enduring peace to succeed, four problems must be resolved and/or mitigated -- the fragility of the Malian state, the ongoing Tuareg rebellion, the presence of organized crime in the country, and the absence of strong regional cooperation.
