This report examines how the cybersecurity of civilian nuclear energy installations can be strengthened. After assessing the specific nature of cyber threats, the authors analyze how critical information infrastructure (CII) and nuclear assets can be protected. Drawing on the success of global arms control negotiations in non-cyber arenas, they put forward four recommendations for the third Nuclear Security Summit in March 2014, which they consider to be a key opportunity for enhancing international collaboration on civilian nuclear energy security.
