This brief looks at China’s emerging blue water navy and the potential problems it poses for India and Indonesia. To protect their interests, the brief continues, the latter two nations should expand their own maritime capabilities, deepen their bilateral naval cooperation, and promote multilateral frameworks for Indo-Pacific maritime security.
