This brief examines the effect the EU's reforms of its economic and fiscal policies, which were implemented in response to the financial crisis, have had on its institutions. More specifically it looks at the executive powers which have been granted through these policies to the Commission and the European Central Bank as well as the legislative powers they have given to the European Parliament. The author believes that the reforms have reinforced the fragmentation of competences in the Union and that this is harmful to its democratic system.
