This brief argues that the best hope for the success of the P5+1 negotiations with Iran on the country's nuclear program lies in continued engagement and consistent incremental progress with concessions on both sides. The authors believe that this should occur not in a two-step framework as planned, but in a three stage process, which would be based on drawing out the time Iran needs to produce a nuclear device as well as re-engaging with the country. They also provide some recommendations for the EU on how to lead the negotiation process, maintain the process’s momentum and broaden dialogue with Iran.
