This brief argues that while India has emerged as the largest arms importer in the world, its long-standing defense trade with Russia has atrophied, primarily because of recent competition from Israel, the US and Europe. If the Indo-Russian relationship is to thrive again, then the old buyer-seller dynamic will have to yield to a new and genuine partnership between the two countries’ defense establishments.
