This report aims to fill a knowledge gap about the performance of social accountability initiatives in rural Africa South of Sahara supported by foreign aid. Based on a review of available literature, the report identifies three types of output that can be expected from supporting social accountability: 1) improvement in public service provision, 2) an increased legitimacy of the state and 3) local participation in democratic governance. However, the report concludes that more research-based evaluations are needed in order to be able to better examine the claim that participatory governance causes improvements in government performance.
