This commentary discusses the effectiveness of trade as a confidence building measure (CBM) between India and Pakistan on their border in Kashmir. The author uses the example of a dispute caused by a narcotics seizure in 2014 to show how suspension of trade is used as a bargaining chip by both sides and to the detriment of local Kashmiris. He then talks about the apparent reluctance of India and Pakistan to further strengthen the role of trade as a CBM, and highlights the importance of including Kashmiri stakeholders when it comes to dispute resolution between the two countries.
