This bulletin analyzes ongoing Russo-Japanese efforts at rapprochement, the obstacles they face and incentives to move them forward. In particular, it suggests that disagreement between the countries over the Kurile Islands will not prevent them from seeking security cooperation as China’s actions in Asia increasingly become a shared concern.
