In light of Edward Snowden’s revelations of the scope of surveillance conducted by the US intelligence community, this paper examines the cooperation and tensions between the US and the EU in the fields of internet governance and cyber security. First, it looks at some of the joint initiatives and trust building measures the two sides have undertaken in the area of cyber security. It then looks at some of the areas - such as data protection and freedom of information - where the two have come into conflict. The paper concludes with a set of recommendations on how transatlantic cooperation on these matters can be furthered.
