This paper argues that a failure by Japan and South Korea to deal with their colonial past is presenting a significant obstacle to their bilateral relations and undermining their ability to look after common interests. The authors suggest that the key to healing the division is statesmanship. This, however, would require the two governments to not only deal with the past as a legal issue but also in a way that address the lingering hurt of colonization on a personal and political level.
