This paper discusses how rising tension between the Phillipines and China over the Second Thomas Shoal indicates a growing assertiveness in Beijing's strategy of slowly acquiring small reefs and islands to consolidate maritime claims in the South China Sea. The author says that as this ‘salami slicing’ strategy gathers speed it is more important than ever for ASEAN to show solidarity and stand up to its bigger neighbour, China.
