All is not well with Turkey’s relations with the EU. First, democracy and the rule of law have deteriorated in the country, largely because of the Erdogan government's recent mishandling of a number of 'toxic' political scandals. Second, Ankara's progress towards EU membership has stagnated. Third, the European Commission's response – the so-called "Positive Agenda" – is virtually on life-support and needs "a fresh injection" if bilateral relations are to improve. This brief provides four large-scale recommendations that are designed to make this 'injection' possible.
