This brief evaluates the progress made by India's Look East Policy which aims to economically develop the country's Northeast. The author argues that despite stated intentions and the announcement of projects, there has been very little implementation. He then analyzes the local and national-level constraints holding back development projects and concludes by offering recommendations on how to improve conditions in the Northeast and change national perceptions regarding this region.
