This study analyzes the plausible and probable outcomes of negotiations to establish an EU energy and climate policy framework for the post 2020 period. After examining the decision-making process from the negotiators’ perspective and taking into consideration procedural aspects of the negotiation process, the author argues that EU member states will likely only agree on a moderate emissions reduction target. He then maintains that this scenario would hamper Germany’s energy transition policy and suggests that Germany should step up its efforts at the EU level to ensure a more ambitious agreement.
