This paper discusses the local opposition to the relocation of a US military base on the Japanese island of Okinawa. The author also addresses ways in which the US and Japanese governments can overcome this opposition, including the suggestion that Japanese Prime Minister Abe should visit Okinawa and describe the rationale for the relocation to the people of the island himself.
