This paper discusses US Secretary of State John Kerry's idea for a terms of reference (ToR) for the Israeli-Palestinian peace negotiations. In particular, the author argues against Kerry's suggestion that the ToR can allow Israel and Palestine to publicly present their reservations to an agreement while negotiations continue. He also contends that Kerry should redraw the ToR so that it refers to UN resolutions on the Middle East and focuses on issues agreed upon between the parties regarding the goals of the negotiations.
