This brief looks ahead at the 2014 elections to the Lok Sabha (Lower House of Parliament) in India. The author argues that the main issues of concern to the electorate are the economy and development, with the strongest contenders - the Bharatiya Janata Party (BJP) and the ruling United Progressive Alliance (UPA) - espousing opposite positions. The UPA favors an entitlements approach to improving the livelihoods of lower income groups, while the BJP prefers an economic reform-based approach. It is unclear which option the electorate will prefer.
