How has UN Security Council Resolution 1540, which is designed to prevent terrorists from ever using weapons of mass destruction, fared since its adoption in 2004, particularly in the Global South? This text traces how it has been implemented in six developing parts of the world, often by applying a 'whole-of-society' approach -- i.e., a method that links security and development assistance together. The report concludes that the results of this approach vary by region. They have been largely positive in the Western Hemisphere and in Africa but more mixed in the Middle East and Southeast Asia, which means region-specific adjustments to the UNSCR 1540 implementation process must occur during the next ten years.
