This 2013 Annual Report to the US Congress appraises the capabilities of China’s People’s Liberation Army (PLA). It particularly focuses on what the PLA wishes to achieve through its modernization, what resources are available for the modernization, and how the modernization could be seen as a contingency for dealing with Taiwan. The report also examines US-China engagement and cooperation on security matters, including US-China military-to-military contacts, and the probable development of Chinese security and military strategy.
