This paper outlines three measures the authors believe OSCE states should take to prevent torture and other ill-treatment from taking place. These include 1) ratifying and effectively implementing the Optional Protocol to the UN Convention against Torture; 2) strengthening the capacity of police to prevent torture and other ill-treatment; and 3) enabling the effective protection of persons in situations of vulnerability in detention. The authors also provide recommendations on what the OSCE, its member states, and their National Preventive Mechanisms can do to implement these measures.
