This paper discusses the challenges and opportunities the next High Representative of the European Union will likely face when taking office in autumn 2014. The author argues that the new High Representative’s main challenges will be to 1) define priority portfolios with the member states, 2) take over leadership of the Commission’s external relations, and 3) restore member states’ influence over EU institutions.
