This report examines 1) China's shifting position towards the Arms Trade Treaty (ATT) in the years leading up to the final UN vote (April 2013); 2) why it then abstained from voting yes or no; and 3) what procedural, diplomatic, institutional or security-related factors might impact Beijing’s future compliance (or not) with the treaty.
