This paper argues that the complexity of the disputes over maritime boundaries in the South China Sea has become an obstacle of effective governance in the region and that the disputes will only be settled when the bordering countries stop focusing on their sovereignty over territory. The author contends that rather than focusing on sovereignty claims, the states around the South China Sea should concentrate instead on cooperation and cooperative management of regional resources.
