This paper examines Iran’s ballistic missile program and asks why it has not been a central issue in the P5+1 nuclear talks over Iran's nuclear weapons program. The authors then explain Iran’s progress in developing a more effective missile capability and the tensions this is causing in NATO-Russia relations as the Alliance seeks to counteract the potential threat from Iran by enhancing its missile defense system in the Middle East and Europe.
