This commentary discusses President Abdul Fatah al-Sisi’s economic and development plans for Egypt. In doing so, it concludes that the plans reflect the interests of the Arab Gulf states, the Egyptian military and the country’s business elite. They are, in short, incompatible with the reforms needed by Egypt to facilitate an economic recovery.
