This paper examines the performance and activities of the US Train and Equip task force, whose job was to restore order in Bosnia in the mid-90s. The authors argue the task force stands out as a successful interagency small group effort that was able to accomplish its objectives by using a multidimensional approach to complex security problems that integrated diplomacy, development, and defense capabilities. They also contend that the US should do more to learn from the achievements of the task force, including the point that a small, high-performing team can sometimes implement a security assistance program better than larger national security bureaucracies.
